Russia produces the most content by a large margin. The first two largest producers of state-controlled media are RT and Sputnik News, which have been blocked in the EU by Meta.

Meta promised in 2020 that it would stop allowing state-controlled outlets to advertise but its words have been somewhat hollow. Twitter banned similar advertising in 2019.
